This proposed office building site appears to conflict with adopted town/county <br /> policies in the Town of Sun prairie. This site in an agricultural preservation area was rezoned to <br /> allow four residential homesites in 1994. <br /> Now the request is to rezone the site to B-1 to allow the construction of an office building. The <br /> general policies which apply area: <br /> - To prevent strip commercial development along roadways; <br /> - To provide for commercial development that is compatible with adjacent land uses; <br /> - To plan commercial development at convenient highway oriented locations. <br /> - To zone only that portion of land necessary for the contemplated use when rezoning is <br /> required. <br /> Comments: <br /> - There is extensive commercial zoning in the area, most of which existed prior to any <br /> plan adoption. Most of the C-1 zoned area to the north is undeveloped. <br /> Adding this proposal would be adding to a growing commercial strip along the south <br /> side of CTH TT. <br /> - All of the small lots to the north have single family homes and there is a single family <br /> subdivision to the west. When the site was zoned residential in 1994, there was <br /> apparent agreement that it was to be residential. There is no planning rationale to now <br /> change it to commercial. <br /> - The key word here is plan when considering the policy: "To plan for commercial <br /> development...." The adopted town/county plan does not plan for or provide for this to <br /> be a commercial area. It would take some form of map amendment to provide for such <br /> commercial development. <br /> - The request is for 8.6 acres of commercial development. This is difficult to justify with <br /> the existing vacant commercially zoned land in the area. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None. <br /> DANE O TNTV HI HWAY <br /> CTH "TT" is a controlled access highway. Parcel presently has an entrance for private use. A <br /> permit changing the use to commercial will be required from our department. Reconstruction of <br /> the existing point of access may also be required. <br /> OTHER <br /> None. <br />
