Reasons For Rezoning Petition <br /> Target Stores, a Division of Dayton Hudson Corporation, is <br /> currently building two retail stores in the City of Madison — one on <br /> the West side on Mineral Point Road and one on the East side on Lien <br /> Road. <br /> The East side Target site ("Target site") is now part of the City <br /> of Madison pursuant to Ordinance#11,553 I.D. #19216 adopted by the <br /> City of Madison, Common Council on March 19, 1996. This <br /> ordinance annexed approximately 111 acres of land from the Town of <br /> Burke of which the Target site comprises approximately 11.66 acres. <br /> The annexation ordinance was enacted as a result of a <br /> petition for annexation by the overwhelming majority of the landowners <br /> and electors in the annexed territory. The annexation of lands from the <br /> Town of Burke was not opposed by the Town of Burke. <br /> After annexation, the City of Madison Common Council by <br /> Ordinance #11,583 I.D. #19272 permanently rezoned lands including <br /> the Target site from Al (Agricultural) to C3 (Highway Commercial). <br /> On May 6, 1996, the City of Madison Plan Commission <br /> approved a conditional use permit for an approximately 122,000 square <br /> foot retail store on the Target site concluding that the following <br /> standards had been met: <br /> 1.
