This proposed multiple use petition is in an <br /> agricultural preservation area of the Town of Rutland, where there are specific town/county <br /> policies which address the various specific uses requested. <br /> Residential <br /> The RH-1 proposed parcel is currently a hayfield along Hwy. 138. Adopted town/county plan <br /> policy is: <br /> To limit non farm residential development to those areas with soils not classified as <br /> prime farmland or those of statewide importance (as shown on the soil map). <br /> • Lot size minimum one acre. <br /> • Density limited to one (1) lot per 35 acres of farm owned as of June 7, 1978. <br /> Comment: <br /> - The proposed residential parcel is shown as "prime farmland." In fact, virtually all of <br /> the 79-acre ownership is classified as prime farmland by USDA definition and shown <br /> on the adopted map. <br /> - The A-2(8) proposed area has the same use and soils. <br /> - With an ownership of 79 acres, a total of two residential lots could be created. <br /> - Thus, if the RH-1 parcel and the A-2(8) parcel are approved, they would use the two <br /> allowable lot creations for this 79-acre property. The town is in agreement. <br /> - The area proposed for rezoning is a strip of land between Munson Road and the <br /> applicant's driveway. <br /> - There is an existing farmstead north of the rezoning site across the creek. This house <br /> will remain with the balance of the farm. <br /> Commercial <br /> This site is in an agricultural preservation area of the Town of Rutland where the relevant policy <br /> is: <br /> To consider agricultural related commercial uses only:If a rural location is <br /> required to serve farmers, and if it must be in proximity to a resource; if no prime <br /> agricultural land is used; and if wastewater can be adequately handled by a soil <br /> absorption system. <br /> Comment: <br /> - The repair/sales of farm machinery is generally agreed to be an ag-related business. <br /> - This site, like the residential site and virtually the entire property, has soil considered <br /> as prime agricultural land as defined by the USDA. <br /> (continued) <br />
