. TOWN OF COTTAGE GROVE REGULAR BOARD MEETING SEPTEMBER 3, 1996 I. The meeting was called to order at 8:00 P.M. by Chairman Skaar. The flag pledge followed. Members present: Rick Griffin,Kris Hampton, Silvin Kurt,Kevin Shelley, and Eugene Skaar. Absent: None. II. Minutes of the previous meeting: MOTION by Hampton/Kurt to approve the minutes as presented of the August 19th meeting including the public hearing. MOTION CARRIED. III. Finance Report and Approval of Bills: MOTION by Hampton/Griffin to approve payment of bills corresponding to checks# 25597-25620. MOTION CARRIED. The treasurer reported that the net worth was$167,647.28. MOTION by Griffin/Hampton to approve the net worth report. MOTION CARRIED. The treasurer reported that the Sherdata report should be available for the next board meeting so that budget adjustments could be made. IV. Public Concerns: None. V. Plan Committee Recommendations: A. Giesfeldt,4535 Sundance Court,variance for driveway without a culvert. MOTION by Griffin/Shelley to approve this driveway without a culvert. MOTION CARRIED. B. Opheim,2137 Heritage Court,variance for fence on town road right of way. MOTION by Griffin/Shelley that the town grant a license for the Opheim's to have a three foot rail fence to the south&west along the blacktop including their mailbox and including an 8 foot rail along the side of the drive-way as access to the road, and that this be in effect only as long as the Opheim's live there and as long as there is no conflict with safety and/or maintenance of the road. Discussion that the town did not have a vehicle with which to issue a"license". Supervisor Griffin withdrew his motion pending ordinance committee review. MOTION by Hampton/Griffin to refer this subject to the ordinance committee to check into the town granting licenses for special provisions such as this. MOTION CARRIED. C. Bryan,2395 Cottage Grove Road, Zone change from A-lEx to C-1 for 15.02 /) / • / acres. MOTION by Griffin/Kurt to allow a zone change from A-1 to LC-1 for only the existing building and a warehouse building that is planned; to include 300' south of the 1 current building and 204' west of the eastern boundary of the property; that the / / 4 remainder of the land be held in abeyance until March 31 of 1997 to allow the Bryan's time to put together land use plans as well as a plan to deal with water run-off from the development of the land. A condition was also added to allow no more than 10 41'/ appliances stored outside the buildings at any given time. MOTION CARRIED 4 to 1. / 1
