• <br /> Date: Citation No. Reference No. Reporting Deputy Case No. <br /> 8-11-96 NORM WILLS 96014271 <br /> days. As I sat and listened for approx five minutes, it should be noted that no shots were heard and that <br /> although I did hear one apparently muffled bark, there was not a constant barking from any animals that I <br /> could discern. After this time period, I then proceeded to the residence next to the Prairie Pet Center <br /> driveway and made contact with the compl and his wife,Kurt Larson. <br /> Kurt Larson, along with his wife, indicated to me that they had had a series of ongoing problems with the <br /> Miller's who were residing and currently the owners of the Prairie Pet Center, including having dogs <br /> running at large onto their property and dogs barking during the day time, causing them to be disturbed and <br /> that now the Miller's were apparently fired shots off every Tuesday night and every Sunday morning. This <br /> appears to be an ongoing problem that they have noted and apparently have complained both to the Town <br /> of Sun Prairie and to the Dane Co Zoning Dept. Larson produced for me a copy of correspondence that <br /> had been sent to the Sun Prairie Town Board ref this incident from zoning, where they had asked Miller to <br /> cease any training because he was not zoned for training for that commercial purpose. I advised them that I <br /> would definitely investigate the matter and additionally question them as to the fact whether I had in fact <br /> been at this home ref an animal complaint sometime ago. I specifically questioned Larson as to whether or <br /> not the problem at that time had been the Miller's promising to erect a large solid wooden fence along their <br /> driveway which apparently was in fact done as I was looking at it now from the Larson's front yard. <br /> Larson indicated yes, but they had in fact erected this privacy fence in order to make sure the dogs stayed <br /> on the Miller property and to help deflect some of the noise problems that had been the source of irritation <br /> for the Larson's. <br /> I then inquired as to the purpose of Larson advising the dispatch center that he felt the Miller's had <br /> scanners and would in fact be listening to see if they would be calling in a complaint so they could take <br /> appropriate action in order to defuse the complaint and/or make everything sound normal when the officers <br /> arrived. Larson indicated that this apparently had happened several times in the past when he had called in <br /> barking dog complaints and that the Miller's had apparently almost reacted immediately in quieting the <br /> house dogs. It should also be noted the Miller's do have a kennel unit down below the house which is in <br /> fact a commercial operation which they are in fact zoned for. <br /> It should also be noted that Mrs Larson indicated she had been bitten very severely by a Rockweiler in the <br /> leg and that she was quite concerned. I inquired of Mrs Larson if the Rockweiler who had attacked her had <br /> belonged to the Miller's and she indicated no, it was a house pet that belonged to the neighbor two houses <br /> down to the east of their residence. <br /> It should be noted that throughout the interview and conversation with the Larson's, I could detect an <br /> underline tension which indicated that this was much more than a simple barking dog complaint. They <br /> reiterated again that shooting was going on down there, which was triggering the dogs into barking and this <br /> did in fact disturb them. Again, after inquiring as to the time frames when this would occur, they indicated <br /> it would occur Tuesday evenings and then Sunday morning, and was always over with by noon. I indicated <br /> to them that I had been in their front yard for approx 25 minutes and noted the time was 11:28AM and I <br /> had not heard any shots at all for the last 25 minutes. They indicated that it did not surprise them as the <br /> Miller's probably saw me coming and had probably discontinued that activity. <br /> After obtaining this information from them and determining the course of action I would be taking, I <br /> advised the Larson's that I would go over and make contact at the Prairie Pet Center and attempt to talk <br /> with Steve Miller as to the allegations they had been making. I advised them I would return to them and <br /> would advise and inform them of what actions and activities I had undertaken. I then proceeded to the <br /> Prairie Pet Center, 4255 CTH TT and attempted to make contact with Steve Miller,the owner. <br /> -2- <br />
