• <br /> • <br /> Date: Citation No. Reference No. Reporting Deputy Case No. <br /> 8-11-96 NORM WILLS 96014271 <br /> Additionally, it should be noted that at this time, Connie told me if they did not get the zoning approval to <br /> their expansion, they would sell the property and indicated they had listed it at this time because of the <br /> problems they had encountered. She further indicated that the majority of the problems came from the <br /> Larson's. <br /> RECONTACT WITH LARSON: <br /> After leaving the Prairie Pet Center,I returned to the Larson residence and made contact with the Larson's, <br /> who were now having a conversation with what I thought was next door neighbors. One of these individuals <br /> as I was attempting to explain to Larson the situation as I had determined it apparently took exception to it <br /> and had indicated in a most challenging manner that if I could fill out the complaint for him, he would be <br /> willing to sign it. I basically told him he had no standing in this complaint, I was dealing with Larson, at <br /> which time, he took offense to this and indicated, "well, I own the house next to the Larson's". At that point <br /> in time,I then asked him if he in fact resided there and he said no, not since last November, he was using it <br /> strictly as rental property. I asked this man to identify himself and he produced a valid WI d/1 identifying <br /> himself as: <br /> Reece M. Donihi <br /> 5601 Laurel Ct, Madison,WI 53705 <br /> DOB 8-21-44 <br /> He indicates he and his wife do own 4265 CTH TT and use it as a rental property.He further indicated that <br /> he is employed by Habitat for Humanity and that he was in fact taking exception that I did not feel that he <br /> had standing in this complaint. It should be noted that due to the fact I realized that we were going to not <br /> talk about the situation at hand and if he felt my response to him was inappropriate, he could in fact contact <br /> my supervisor or Officer in Charge, Lt Willison at the NE Precinct and make his feelings known. I also <br /> advised Larson that if in fact he felt that the position I had determined to exist at this time was <br /> inappropriate, he also had that right to take that recourse. It was very obvious to me that these people were <br /> extremely unhappy that I would not do exactly as they wanted me to do. Based upon the totality of the <br /> circumstances that I had observed, and in speaking with the principles involved, I did not feel that a <br /> violation had in fact taken place and/or was citable. <br /> FOLLOW UP ACTIVITY: <br /> Based upon the contact I have had with the Larson's and additionally the lack of success they have had <br /> with the Sun Prairie Town Board, Dane Co Zoning Board, which apparently their principle contact with <br /> was Mr Ron Bartlett, a zoning inspector, Larson future requested I make sure that a copy of my report <br /> would be forwarded to the Zoning Commission for Dane Co, % of Greg Gregiouris, who apparently is a <br /> supervisor of Mr Bartlett. I am unclear at this point in time as to whether the Larson's felt this would give <br /> them additional standing in their level of complaint or not, it is however apparent to me that the Larson's <br /> would very, very much like the Sheriff's office to act as their agent in this complaint. I do not feel that this <br /> would be appropriate based upon the information and activities I had observed. <br /> Larson also indicated to me that in previous situations that he had dealt with, including two of Miller's <br /> dogs trespassing onto his property, he had indicated the dogs had been bothering his rabbit hutch in the <br /> backyard and if in fact they attack the rabbits, he, Larson, would in fact shoot Miller's dogs. Apparently <br /> this revoked a response from Miller that indicated, "then I'll shoot you", apparently in regards to Larson's <br /> statement. It is obvious that both parties are at odds with each other. The ongoing situation being <br /> unacceptable. <br /> -4- <br />
