. <br /> COMPOSITE REPORT - Page 2 APPLICATION NO. 6711 <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 6711. This proposed C-2 Commercial zoning is in an existing mobile home park in the <br /> Town of Springfield, with mobile homes to the north and west. There is a single access for all <br /> mobile homes and the businesses onto USH 12. <br /> The adopted town/county plan map designates this as a residential unsewered development area. <br /> The relevant adopted policy for this location is: <br /> 1. Commercial land uses in the Unsewered Development District may be <br /> considered for rezoning if the following criteria are met: <br /> a. Commercial developments should meet the minimum <br /> standards for the B-1, C-1, C-2, and LC-1, districts in the <br /> Dane County Zoning Ordinance and must be consistent with <br /> the rural character of the Town. <br /> b. Commercial development which is not agri-business should <br /> be required to locate in areas designated as "Rural Centers" <br /> on the Land Use Map. Agri-businesses may also be permitted <br /> in "Rural Centers". <br /> c. Discourage commercial development which may negatively <br /> effect the natural environment, or may at some point require <br /> the provision of extensive public services such as sewer and <br /> water. <br /> d. Unsewered commercial development sites should contain <br /> sufficient land area to provide both a long-term on-site septic <br /> treatment system, and a back-up septic treatment field. <br /> e. Discourage direct driveway access onto Highway 12 for <br /> commercial development located in Rural Centers along <br /> Highway 12. Whenever possible, commercial development <br /> should provide driveway access from a frontage road, <br /> internal road system, or other connecting arterial road <br /> which provides safer ingress and egress with Highway 12. <br /> f. Emphasis on landscaping, screening, architecture, and <br /> signage should be considered in the design review process to <br /> develop and maintain attractive commercial developments. <br /> (Continued) <br />
