Box 211, 4484 Windsor Road,Windsor WI 5398 <br /> phone: 608/846-5700 <br /> November 19, 1996 <br /> James Van Deurzen Chair(and Committee Members) <br /> Zoning and Natural Resources Committee <br /> Room 116 City County Bldg. <br /> Madison, Wi 53709 <br /> Dear Chairman Van Deurzen and Committee, <br /> I am appearing at this committee hearing on behalf of myself and others that are unable to attend because <br /> of previous commitments. <br /> We are in opposition to Zoning Petition #6745 by applicant Brian Johnson to change .67 <br /> acres from R-3A Residential to R4-Residential in the Town of Windsor. located in `original' <br /> Windsor. The purpose for this proposed change is to allow him two build two (2) 4 Unit <br /> multi-family residences in place of the allowed two (2) duplex units. <br /> (This item had been placed in abeyance by the Town of Windsor Planning Commission because the <br /> applicant did not supply enough information about the project.) <br /> 1. First a bit of history about this particular parcel. Don Schwebs parceled off this lots as duplex lots. When <br /> the county allowed another access onto Lake Rd./CV they allowed the access because they were duplex lots. <br /> These parcels are located near the intersection of Lake Rd./CV and Windsor Rd. where there is a history of <br /> many accidents, including one several years ago at Christmas time where a family of three was killed by a <br /> drunk driver that did not stop at the four corner stop sign. This is a dangerous intersection. Doubling the <br /> number of units this close to the intersection on a road that has limited access would be at best poor <br /> judgment. <br /> 2. Additional problems would be the lack of parking space at this location because the lots are small and <br /> would allow limited on site parking. Inevitably there would be parking on the road. Because of the nature <br /> of the change we can also anticipate additional pedestrian traffic, at an unsafe location. Again, this is not <br /> advisable, and would also show poor judgment. <br /> 3. The Town of Windsor has a a careful record on staying on course with their town plan and with <br /> decisions requiring this kind of zoning change. In the recent past they denied an applicant that wanted to <br /> change a duplex lot to a 4-plex at the first entrance to Lake Windsor. They also denied a petition by Don <br /> Erickson to change the single family lots to duplex lots that were located East of Lake Road/CV across from <br /> Oak Springs. This petitioner knew these were duplex lots when he purchased them. <br /> I am attaching a copy of a petition that includes people that either live in the immediate area, or own <br /> business in the immediate area.
