This proposed residential land division appears to conflict with adopted <br /> town/county policies in the Town of Montrose. <br /> This is an agricultural preservation area, where the relevant town/county policy is: <br /> 4. To limit non farm residential development to those areas with soils not classified as <br /> prime farmland or those of statewide importance (as shown on soil map). <br /> - Lot size, 2 acres minimum. <br /> - Density limited to one lot per 35 acres of farm owned as of September 11, <br /> 1978. <br /> - No roads or driveways shall be permitted to cross agricultural land to reach <br /> proposed non farm development. <br /> - All lots will be required to front on a public road. The use of common drives <br /> is encouraged to minimize the number of access points along town roads. <br /> - Lots will be rezoned from agriculture if all policy criteria are met. <br /> Staff Comments: <br /> • The most productive soils are on the A-2(8) parcel east of the railroad which has the <br /> existing farm buildings. Therefore, it does not appear to conflict with this policy. <br /> • Each of the parcels is larger than 2 acres. <br /> • With 83.3 acres of ownership, 2 lots could be allowed, not 3. Plan policy requires that the <br /> separated farm houses be counted in the one lot per 35-acre density. The A-2(4) proposed <br /> parcel is mostly floodplain area. An alternative may be to combine the A-2(4) and the A- <br /> 2(8) parcel. <br /> • Road access is available without crossing farmland. The A-2(8) parcels can access CTH A; <br /> however, the A-2(4) would have to access STH 013 Aid F wo D Zo E <br /> • Since all criteria must be met, there needs to be some adjustment on the density policy for <br /> this petition to be approved. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None. <br /> DANE COUNTY HIGHWAY <br /> None. <br />
