COMPOSITE REPORT - Page 2 APPLICATION NO. 6749
STAFF COMMENTS
REGIONAL PLANNING
Petition 6749. This proposed residential land division appears to conflict with adopted
town/county policies in the Town of Montrose.
This is an agricultural preservation area, where the relevant town/county policy is:
4. To limit non farm residential development to those areas with soils not classified as
prime farmland or those of statewide importance (as shown on soil map).
- Lot size, 2 acres minimum.
- Density limited to one lot per 35 acres of farm owned as of September 11,
1978.
- No roads or driveways shall be permitted to cross agricultural land to reach
proposed non farm development.
- All lots will be required to front on a public road. The use of common drives
is encouraged to minimize the number of access points along town roads.
- Lots will be rezoned from agriculture if all policy criteria are met.
Staff Comments:
• The most productive soils are on the A-2(8) parcel east of the railroad which has the
existing farm buildings. Therefore, it does not appear to conflict with this policy.
• Each of the parcels is larger than 2 acres.
• With 83.3 acres of ownership, 2 lots could be allowed, not 3. Plan policy requires that the
separated farm houses be counted in the one lot per 35-acre density. The A-2(4) proposed
parcel is mostly floodplain area. An alternative may be to combine the A-2(4) and the A-
2(8) parcel.
• Road access is available without crossing farmland. The A-2(8) parcels can access CTH A;
however, the A-2(4) would have to access STH 013 Aid F wo D Zo E
• Since all criteria must be met, there needs to be some adjustment on the density policy for
this petition to be approved.
ENVIRONMENTAL HEALTH (septic, etc.)
None.
DANE COUNTY HIGHWAY
None.
