COMPOSITE REPORT - Page 2 APPLICATION NO. 6768/1383
STAFF COMMENTS
REGIONAL PLANNING
Petition 6768 — CUP 1383. This proposed convenience store with sale of motor vehicle fuels
appears to conflict with adopted town/county policies in the Town of Montrose.
This is an agricultural preservation area in the Town of Montrose, where the adopted town/county
policy for commercial development is:
1. To require all commercial development to be served by public sewer and
water with the following exceptions:
a. To allow for commercial development needed to support existing
agricultural activities, where it will not result in environmental
degradation or conflicts with fanning operations.
b. To rezone only that portion of land necessary for the contemplated
use when rezoning is requested.
2. To avoid any substantial expenditure of public funds and the incurrence of
municipal debt for the construction or provision of municipal improvements
and services usually associated with commercial and industrial
development.
Staff Comments:
!/ There is no public sewer or water available or planned in this area. The Belleville urban
service area is approximately 1.5 miles to the southeast.
• The commercial site to the north was zoned and developed prior to plan adoption. The
residences to the east also pre-dated the plan. The adopted plan does not designate this as a
development area.
• A convenience store is generally not needed to support existing agricultural activities.
There are residences in the area which may be served; however, they are not agriculture
related.
•/ If additional development is desired in this area, the plan should be amended to reflect this
change in policy.
ENVIRONMENTAL HEALTH (septic, etc.)
Consideration should be given to requiring corrosion proof underground storage tanks to prevent
future leaks of petroleum which could contaminate private drinking water wells in this area.
DANE COUNTY HIGHWAY
CTH "PB" is a controlled access highway. Access would be from the town road.
