This is due to the <br /> topography and the openness of the proposed homesites. Responsible siting could <br /> reduce the homes' visibility from CTH F in this scenic area. <br /> H. The County Highway Department recommends that driveway access be taken from <br /> Sutcliffe Road if possible(see Highway comments). However, with the proposed <br /> land division design, it appears that owners of up to four lots may request access <br /> onto CTH F. The topography of the area and curvature of CTH F will make safe <br /> location of driveways a challenge. Highway staff may recommend joint driveways <br /> if driveways are absolutely necessary onto CTH F. <br /> After a favorable recommendation from the Town Planning Commission, the Town <br /> Board unanimously approved this proposed rezoning on November 5, 1996. <br /> III. SUMMARY <br /> A. The proposed rezoning meets the density standards for this area. The main issue <br /> surrounding the rezoning is the quality of the proposed land division design. This <br /> design would result in flag lots, driveway openings onto CTH F, a driveway <br /> crossing agricultural land and probably a stream, building sites on lands with <br /> significant slope, and potential visual impacts from CTH F. <br /> B. According to State Statute and recently adopted ZNR policy, the Committee may <br /> approve the proposed rezoning from A-1 Exclusive only after findings are made <br /> based on consideration of the following: <br /> 1. Adequate public facilities to accommodate development either exist or will <br /> be provided within a reasonable time. <br /> 2. Provision of public facilities to accommodate development will not place an <br /> unreasonable burden on the ability of affected local units of government to <br /> provide them. <br /> 3. The land proposed for rezoning is suitable for development and <br /> development will not result in undue water or air pollution, cause <br /> unreasonable soil erosion, or have an unreasonable adverse effect on rare <br /> or irreplaceable natural areas. <br />
