The proposed limited commercial rezoning appears to conflict with adopted <br /> town/county policies in the Town of Oregon. <br /> This proposal for a landscape business is within a designated Agricultural Transitional Area on the <br /> adopted plan map. According to the town/county adopted policy, zoning to other districts should <br /> only be considered for approval if all of the following criteria are met: <br /> a) The activity allowed by the proposed rezone will not convert land that has <br /> been devoted primarily to agricultural use. <br /> b) The activity allowed by the proposed rezone will not limit the surrounding land's <br /> potential for agricultural use. <br /> c) The activity allowed by the proposed rezone will not conflict with agricultural <br /> operations on the land subject to a farmland preservation agreement. <br /> d) The activity allowed by the proposed rezone will not conflict with agricultural <br /> operations on other properties. <br /> Staff Comments: <br /> a) This site is currently part of a hayfield on an active farm. The soils are all Class I and II in <br /> productivity according to the application and USDA definition. Thus this proposal to <br /> convert land primarily devoted to agricultural use conflicts with the criteria. <br /> b) This proposed 5-acre parcel projects into an existing farm field. <br /> c) The area is subject to A-1 Agriculture (Exclusive) zoning and not an agreement. <br /> d) The site is surrounded by farmland and the extent of conflict with other agriculture <br /> operations is difficult to specify. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None. <br /> DANE COUNTY HIGHWAY <br /> None. <br />
