COMPOSITE REPORT - Page 2 APPLICATION NO. 6770/1384 <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 6770 — CUP 1384. This proposed boarding/riding stable is on an existing RH-3 lot of <br /> 9.5 acres in an agricultural preservation area of the Town of Montrose. There is an existing <br /> residence and stable on-site. The rezoning and CUP is needed to accommodate the additional <br /> horse-related activities which are proposed. <br /> The rezoning of the A-2(8) parcel appears consistent and would not have much effect from the <br /> current zoning. However, the CUP request is for much more intensive use of the site which raises <br /> several planning issues: <br /> • This area is not planned as a development area. Much of the commercial and residential <br /> development existed prior to plan adoption and the plan never has recognized this as a <br /> development area. This area is approximately 2.5 miles south of the unincorporated <br /> community of Paoli and approximately 1.5 miles northwest of the Village of Belleville. <br /> • With proposed boarding of up to 18 horses (twice as many as permitted now), riding <br /> stables, hay and sleigh rides, horse shows and similar events, sale of ag/dairy products, <br /> pop and candy, retail sales of horse-related items and training of horses, there could be <br /> significant conflict with residential neighbors. <br /> • There needs to be a site plan for these various activities and proposed frequency of the <br /> events to allow for local evaluation and conditions. <br /> • Currently this area is not planned for further non-farm development, and these uses may be <br /> made compatible with conditions. <br /> However, if there is a desire for more urban-type development, the plan needs to be <br /> reevaluated and such intensive horse-related activities would probably be more in conflict <br /> with additional development. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> Consideration should be given to the provisions for animal waste removal and control of insect and <br /> vermin pests which can be associated with this type of operation. <br /> DANE COUNTY HIGHWAY <br /> CTH "PB" is a controlled access highway. Access would be from the town road. <br />
