This proposed nonfarm residential site appears to conflict with adopted town/county <br /> policies in the Town of Deerfield. <br /> This is in an agricultural preservation area where the relevant policy is: <br /> 1. Lands in the Agriculture Preservation District should not be rezoned for <br /> non farm residential development at an overall density of greater than one <br /> dwelling unit for 35 acres of commercial-industrial development unless all <br /> of the following criteria are met: <br /> a. The land has not had a history of economically viable farming <br /> activities. <br /> b. The land is too small to be economically used for agricultural <br /> purposes or is inaccessible to the farm machinery needed to produce <br /> and harvest agricultural products. <br /> c. The land is located such that there would be no possible conflict <br /> with surrounding agricultural uses. <br /> d. The land will allow construction of a road or driveway suitable for <br /> emergency vehicle travel and safe access onto existing roadways. <br /> e. The proposed development does not disturb or destroy any important <br /> natural features such as significant woodland areas, wetlands, and <br /> steep slopes. <br /> Staff Comments: <br /> • Density does not appear to be an issue. <br /> a. The site is currently part of a cornfield. The soils are all Class I and II according to <br /> the application. <br /> b. The site proposed is 3 acres; however, it is part of a much larger field. As noted <br /> above, there was a corn crop in the 1996 growing season. <br /> c. The proposal would take a 3-acre corner off of the field. The parcel to the west is a <br /> church site. <br /> d. Road access appears reasonable. <br /> e. No woodlands, wetlands or steep slopes are involved, only farmland. <br /> Note that the policy requires that all of the criteria be met. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None. <br /> DANE COUNTY HIGHWAY <br /> CTH "BB" is not a controlled access highway. Any changes to existing points or new accesses <br /> requires a permit from the area maintenance supervisor. No apparent problems. <br />
