This proposed commercial site appears to conflict with some of the adopted <br /> town/county policies in the Town of Springdale. The relevant policies are: <br /> 1. To encourage major commercial development to locate in or adjacent to existing <br /> urbanized areas. <br /> 2. To prevent strip commercial development along roadways. <br /> 3. To provide for commercial development that is compatible with adjacent land uses. <br /> 4. To require commercial development to be served by public sewer except for highway <br /> service centers. <br /> 5. To control commercial development at existing and future highway interchanges, to <br /> promote compact, convenient highway-oriented facilities. <br /> 6. To zone only that portion of land necessary for the contemplated use when re-zoning is <br /> requested. <br /> Comments related to policies: <br /> 1. This is not a major commercial development, but there need to be conditions on the rezone to <br /> limit the amount of development. <br /> 2. This is the first or a spot commercial proposed for this location; therefore, it is not a strip. <br /> 3. This is an existing residential parcel, with several other homes along the street. Since the <br /> proposed commercial site is at the end of a cul-de-sac, all traffic to and from the site must <br /> pass by these homes. <br /> 4. This is not a highway service center and no public utility services are planned at this location. <br /> 5. This is not a highway interchange, nor is it planned to be. It is the end of a rural residential <br /> cul-de-sac. <br /> 6. The orchard use could probably proceed without rezoning. Since it has been determined that <br /> B-1 Commercial zoning is needed to conduct the woodcraft business proposed, the concern is <br /> that B-1 Commercial zoning permits many uses which would be incompatible at this location. <br /> If this use is approved, it should be conditionally rezoned for only this specific business within <br /> existing buildings. This would preclude incompatible expansion and would require a specific <br /> zoning change and hearing before another commercial use could be started. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None. <br /> DANE COUNTY HIGHWAY <br /> None. <br />
