Planning Considerations <br /> Land Use Plan Consistency. This rezoning and lotting is not in conformance with the <br /> Town's Comprehensive Land Use Plan (July 1993). In order to recommend approval of this <br /> request, six questions must be addressed: <br /> Is the proposed amendment correcting an oversight or an error in the original plan? <br /> Has a change occured in the land development market, or have other factors arisen which justify a new <br /> forme or type of development? <br /> Has a new environmental protection method been found to be more effective? <br /> Has a change occured beyond the borders of the town that have caused travel and transportation patterns to <br /> change? <br /> Has the community's desires changed? <br /> Is the Public's health, safety and welfare preserved by the proposed change? <br /> Though this parcel is not in the SP-ETZ area the general standards for review are non-the-less <br /> appropriate. Paraphrased from the ETZ ordinance, the following should be evaluated for all <br /> zoning map changes: <br /> How does the proposed amendment further the purposes of the Ordinance which is to implement the <br /> Comprehensive Plans of the Town of Windsor? <br /> What factors have arizen that are not properly addressed on the current Zoning map? <br /> Designations on the map should be brought into conformity with the Plan. <br /> There was a mistake in the original map. <br /> Factors have changed such as new information, new roads, additional development, etc that make <br /> the parcel more appropriate for a different zoning district. <br /> Growth patterns and rates have changed. <br /> How does the proposed amendment relate to the Town's Plan? <br /> How does the proposed amendment maintain the desired consistency of land uses, land use intensities, and <br /> land use impacts as related to the environs of the subject property? <br /> If involving the Al-EX District, how does the proposed change relate to the Standards of Chapter 91 of <br /> Wisconsin Statutes? <br /> The petitioner originally submitted a proposal to create 2 lots (one for the existing farmstead <br /> and 1 for development) in the summer of 1996. The request was denied for non-compliance <br /> with the Town's Plan. This request proposes a lot for the farmstead and 2 lots for sale to the <br /> farmer that currently leases the tillable acreage. <br /> Previous Town actions have only considered the creation of sub-35 acre parcels in the Plan's <br /> Ag Preservation Area when: <br />
