We question the validity of this petition because this proposal was never presented to the
township board for review. Phone conversations with the Cross Plains Township chairman,
Harold Kantz, on March 14, 1997 and March 18, 1997 indicated he was unaware of the proposed
commercial electrical cold storage building and the proposed home site which is not included in
this petition. What exactly is planned for this site?
2. In the past a perk test was taken in the same area for a residence and denied due to the area
being extremely wet. The proposed area is in a flood plain and standing water is visible for the
better part of a year. Thousands of dollars were invested to preserve and improve Garfoot Creek.
including farmyard runoff which Linus Schoepp participated in. Garfoot Creek is a major
tributary to the protected Black Earth Creek which is a nationally rated trout stream. Why would
this area be suitable now for a commercial business with the possibility of more runoff and
erosion? Why would this area be suitable for a septic now, considering poor drainage and lack of
natural soil filtration?
3. Two commercial parcels owned by Mr. Schoepp are located on Highway KP; a gravel pit
business and a cellular#1 phone tower. This would be a more suitable location for a LC-1 parcel
rather than in a primarily agricultural and rural residential area. LC-1 limited commercial can have
up to 12 vehicles. How large of business is planned for the site and what is planned for future
expansion? The township land use plan states the business must be conducive with agricultural
production in order for a business to be located on agricultural property.
4. With LC-1 commercial zoning there are concerns of extra traffic on a very rural road. As a
taxpayer we are not interested in enlarging or improving Garfoot Road for heavier traffic. This
location also includes a very dangerous corner with limited visibility.
Sincerely,
Janice and Pat Doyle
