COMPOSITE REPORT - Page 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 6265 - CUP 1237. This commercial site proposed for higher intensity zoning is in the Commercial Urban <br /> Service Area of the Town of Vienna. Adopted town/county policies provide for planned sewered commercial <br /> development of the area, with emphasis on highway-oriented uses. <br /> The site was previously developed with a gas station and fast food restaurant which have been removed, leaving an <br /> undeveloped site. There is a gas station south of CTH V and a warehouse under construction to the west of CTH I. <br /> The request is to go from the C-1 District to the C-2 District for the purpose of overnight parking of semi- <br /> truck/trailers. A restaurant, motel, convenience store,fast food and gas sales are also proposed. This is a highway- <br /> oriented use,but could lead to high volumes of semi-truck traffic,plus automobiles. Due to the configuration of <br /> the interchange, a significant increase in traffic could lead to the need to rebuild and expand the bridge and ramps <br /> of the interchange. The site is also very visible from the Interstate, which raises an aesthetic concern for truck <br /> parking. The northern, triangular portion of the site is not in the urban service area. <br /> The site plan and traffic volume should be reviewed by the County Transportation staff, State Transportation staff, <br /> County Planning and Development staff and RPC staff. The consolidated staff comments should be reviewed and <br /> considered prior to any action on the rezoning. The rezoning should only be done on a conditional basis related to <br /> the site plan and other information considered. <br /> We note also that the Village of DeForest has taken action to enact extraterritorial zoning which raises <br /> jurisdictional questions. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> No objection to this petition <br /> DANE COUNTY HIGHWAY <br /> CTH"V" is a controlled access highway. No access will be granted onto CTH"V". Accesses onto CTH"I"will <br /> have to meet the approval of the highway department. The interchange as well as the intersection of CTH"V"and <br /> CTH"1" will have to be improved to safely accommodate the increased traffic volume and truck movements. <br /> OTHER <br /> Corporation Counsel advised Planning&Development staff on 7 April that it appears this item is no longer within <br /> the County's jurisdiction. <br />
