COMPOSITE REPORT - Page 2 APPLICATION NO. 6305 <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 6305. This proposed division of an existing 10-acre parcel conflicts with the county adopted <br /> policies in the Town of Springfield. <br /> The relevant policies for the agricultural preservation area(p.27) are: <br /> "6 Development criteria for non farm residential development are as follows: <br /> a. A minimum lot size of 1 acre. (The maximum density cannot exceed 1 <br /> lot per 35 acres) <br /> b. All lots must have a minimum of 60 feet offrontage and access from <br /> an existing public road. <br /> c. All lots should allow for the construction of driveways which are <br /> suitable for emergency vehicle travel. Joint driveways with adjoining <br /> properties should be encouraged to improve public safety and traffic <br /> flow on public roads. <br /> d. All driveways shall avoid crossing agricultural land to reach <br /> non farm residential development lots. Flag lots or other long <br /> driveways should be discouraged. <br /> 7. Existing parcels under 35 acres and non farm uses, such as individual <br /> houses, churches or businesses, are considered non-conforming parcels or <br /> uses and are permitted to continue." <br /> Comments related to policies: <br /> This 10-acre parcel existed prior to 1979 when the original plan and the A-1 Agricultural <br /> Exclusive District were adopted in the Town of Springfield. <br /> Policy 6.a. is quite clear when it says, "The maximum density cannot exceed 1 lot per 35 <br /> acres." <br /> Policy 7. speaks to continuing the use of these non-conforming parcels. It makes no provision <br /> for dividing them. <br /> It may be appropriate to rezone this parcel to RH-3 to allow its continued use,but rezoning it to <br /> allow a land division conflicts with the recently adopted policy. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None <br /> DANE COUNTY HIGHWAY <br /> None <br /> OTHER <br /> None <br />
