This proposed bakery and residential complex raises policy concerns in this agricultural <br /> preservation area of the Town of Vermont. <br /> The relevant policy for this area is: <br /> "Non-agricultural commercial uses will be limited to small contractors, vehicle <br /> storage and limited outside storage of materials such as provided in the 'Limited <br /> Commercial Zoning District.'Specific criteria for rezoning are: <br /> • Minimal or no conflict with neighbors. <br /> • No septic tank will be required to serve the use. <br /> • Service offered is one generally needed in the town. <br /> • No tillable land and minimum land area to accommodate the use." <br /> Comments related to the proposal: <br /> The bakery proposal is much more intensive than the uses contemplated by this policy. The <br /> proposal also includes residential facilities for workers to live on-site. <br /> - This is a very rural area approximately 3/4 mile form the Iowa County border. The traffic in <br /> and out of the site would be of more concern than the site itself. <br /> - An extra large septic tank-soil absorption system will be needed to accommodate the bakery <br /> use,plus the residential facilities. <br /> The products will be trucked out, with no retail sales proposed. This reduces the traffic <br /> concern, but does not meet the criteria of serving the local people. <br /> If the site is rationalized for C-1 commercial zoning,it should be conditionally rezoned for only <br /> this use, since virtually any other C-1 use permitted would be incompatible at this site. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> The existing private sewage system would not be adequate to serve the proposed bakery business. Our <br /> file indicates that a soil evaluation has been conducted to identify an area for the private sewage system <br /> to serve the proposed business. <br /> DANE COUNTY HIGHWAY <br /> None <br /> OTHER <br /> None <br />
