This proposed barber/beauty shop is an existing building in an agricultural <br /> preservation area of the Town of Primrose. <br /> The adopted objectives and policies are as follows: <br /> B. Commercial <br /> Objective: The objective of the Town of Primrose is to facilitate commercial and <br /> industrial development which fosters and enhances the growth of <br /> agricultural activities and enterprises within the Town. <br /> Policies: To accomplish its objective with respect to commercial and industrial <br /> development, the policies of the Town will be: <br /> 1. To allow such commercial and industrial development as is needed to support <br /> existing agricultural activities where it will not result in environmental <br /> degradation or conflict with farming operations. <br /> 2. To limit rezoning to that portion of land which is necessary for the <br /> commercial or industrial use contemplated. <br /> 3. To avoid any expenditure of public funds and the incurrence of municipal <br /> debt for the construction or provision of municipal improvements and <br /> services usually associated with commercial and industrial development. <br /> Comments related to the policies: <br /> 1. It is debatable how much a barber/beauty shop is needed to support agriculture. Since the <br /> building has existed for some time, it does not appear it would cause environmental <br /> degradation or conflicts with farming operations. <br /> 2. Since B-1 zoning allows many retail and service uses which could be incompatible at this <br /> corner,there should be conditional rezoning for only the barber/beauty shop business. <br /> 3. Since this is a rural location,there needs to be assurance from the sanitarian of a suitable site <br /> for the on-site wastewater system of the business and residential use. <br /> We note the CUP is for the existing residential use on-site. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> The existing private sewage system must be reviewed to determine whether it is <br /> adequate to handle the increased wastewater load from the hair dressing operation. <br /> DANE COUNTY HIGHWAY <br /> CTH"G"is not a controlled access highway. We would recommend access from the town road.. <br /> OTHER <br /> None. <br />
