IV. Process P-04/F-04: Secondary Crusher. A. Specific Applicable Limitations. Applicable Wis. Adm. Code Pollutant or Wis. Statute Limitation/Requirement This source is subject to New Source Performance Standards (NSPS). Particulate Matter sec. NR 415.03, General limitations, Wis. Adm. Code See Note 1 sec. NR 440.688(3)(c), 15% opacity Wis. Adm. Code Hazardous Pollut- sec. NR 445.03, General Limitations, ants Wis. Adm. Code See Note 2 Note 1.: No person may cause, allow, or permit particulate matter to be emitted into the ambient air which substantially contributes to exceeding of an air standard, or creates air pollu- tion. Note 2: No person may cause, allow, or permit emissions into the ambient air of any hazardous substance in such quantity, concentration, or duration as to be injurious to human health, plant or animal life unless the purpose of that emission is for the control of plant or animal life. Hazardous substances include but are not limited to hazardous air contami- nants listed in Tables 1 to 4 of sec. NR 445.04. B. Other Specific Permit Conditions. 1. The crusher shall operate only from 6:30 a.m. to 7:00 p.m., Monday through Friday and 7:00 a.m. to 4:00 p.m. on Saturdays, not including maintenance time. No crushing may be conducted on Sundays or legal holidays. (Sec. 144.394(3), Wis. Stats.). 2. The facility shall install, maintain and operate water spray system or other control device(s) or technique(s) that is approved by the Department in writing, in order to comply with the applicable opacity and particulate matter limitations.
