Revised CUP 1262 (cont) <br /> 8. Haul Routes. The proposed haul routes have narrowed to two possibilities to reach <br /> CTH B one mile to the south: <br /> a. A road to cross the applicant's land in Section 23. <br /> b. Using town roads, if the applicant assists with improvements. <br /> There needs to be agreement on one or the other of these before the permit is issued. If <br /> the haul route through the applicant's property is chosen, there needs to be dust control <br /> measures. <br /> 9. Well Testing. The town recommends well testing (Condition #16); however, it is unclear <br /> what the tests are for. If this is done, there needs to be a test prior to starting the <br /> operation to provide a base line of data, rather than waiting until after the operation has <br /> begun. <br /> Since it is very difficult to trace the origins of various pollutants, including volatile organic <br /> chemicals (VOCs), an alternative approach would be to require a monitoring well on-site with a <br /> test prior to start of the operation and annual tests thereafter. Test results could go to the citizens, <br /> the town and Dane County. There needs to be specific parameters established, such as a violation <br /> of state groundwater criteria (Admin.
