COMPOSITE REPORT - Page 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> CUP 1194. This demolition material recycling site is in an existing rock quarry in the Town of <br /> Cottage Grove. While the mineral extraction site pre-dated most of the residential development, <br /> there are single family homes on virtually all of the lots to the north of the site. There is another <br /> residential subdivision 1/8 mile to the west along Gaston Road. <br /> While the site has been used for mineral extraction, the new proposal is the hauling in of <br /> construction demolition materials, separation and recycling of these materials to other uses. They <br /> do not intend to accept hazardous materials; however, materials not classified as hazardous, but <br /> potentially polluting to groundwater, will be sorted and taken to a lined landfill for disposal. <br /> We note that this site is in the Well Protection Zone of the Village of Cottage Grove, and <br /> disposal of demolition material is clearly inconsistent with uses permitted in this zone. <br /> This proposed site is within the Greatest Pollution Hazard Category on the Groundwater Pollution <br /> Hazard Map prepared as part of the Groundwater Protection Plan. That plan recommends that <br /> "proposed waste disposal sites be located outside of municipal well protection zones, and in areas <br /> of least to moderate pollution hazard." <br /> In 1993 the County Board adopted a resolution to recognize and consider local wellhead <br /> protection districts in land use decisions. <br /> Comment: Site plan diagrams have not been received and reviewed. Unless all operations are <br /> conducted within a completely enclosed and impervious floor facility, the potential for <br /> groundwater contamination from the improper handling and storage of mixed (non-exempt) <br /> construction and demolition waste is a concern. If groundwater contamination occurs, the <br /> village's municipal water supply could be affected, since the site is located within the recharge <br /> area (i.e., protection zone) of the village's wells. <br /> Because of the proximity of homes to this site, there needs to be very specific hours of operation <br /> and truck routes. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> DANE COUNTY HIGHWAY <br /> OTHER <br />
