2. In 1977 and 1978 the storage area between the two units was remodeled into a <br /> third dwelling unit, without changing the outside dimension of the home. They <br /> used this unit as a seasonal residence for themselves until the past few years when <br /> they used it as their permanent residence. <br /> 3. The owners are both over 80 years of age and live in the third unit. Mr. Atkinson <br /> has stated they rely on the income from the two rental units to supplement their <br /> income. Removal of the third unit would cause an economic hardship for them. <br /> 4. There have been no complaints regarding this non-conforming use. The non- <br /> compliance became evident when the owner recently applied for a permit to put on <br /> a porch to correct a water problem in their basement. <br /> 5.
