This proposed heavy commercial/industrial use is proposed immediately outside <br /> the central urban service area to the west of Middleton. <br /> Surrounding land uses include Middleton's Industrial Park north of USH 14, a mineral extraction <br /> site to the east, a golf course to the south, agricultural land to the west, and a warehouse on the <br /> M-1 parcel to the west. <br /> The county's adopted plan for this area has the following policy: "Only commercial uses clearly <br /> related to or needed to support agricultural production may be permitted." This use clearly is not <br /> ag related. <br /> This area is not planned for further urbanization at this time. In fact, this area is within the <br /> Study Boundary of the Greenspace Plan for the Upper Black Earth Creek Resource Protection <br /> Area. The adopted plan for this area states: <br /> This area of steep slopes, wetlands,floodplains, and adjacent uplands is an important <br /> contributor of base flow to the Black Earth Creek. Environmental preservation of the <br /> area has crucial water quality and water quantity related benefits for the entire length <br /> of the creek. In addition to water quality concerns, the area has significant aesthetic, <br /> habitat and vegetative values and the potential for passive recreational activities. <br /> The detailed acquisition plan for this area has not been completed, but rezoning this site for <br /> commercial use would be premature. <br /> The site does include steep wooded slopes and is near the headwaters of the Black Earth Creek. <br /> Therefore any additional development needs to be carefully considered and designed to protect <br /> the water quality and aesthetic values of this hillside which frames a major western entrance to <br /> the central urban area. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> DANE COUNTY HIGHWAY <br /> OTHER <br />
