COMPOSITE REPORT - Page 2 APPLICATION NO. Co/S- <br /> STAFF COMMENTS/f/ <br /> REGIONAL PLANNING <br /> Petition 6154. This proposed commercial rezoning raises several policy concerns. This is adjacent to a <br /> commercial development area at the I-90/CTH N interchange, where there are specific town/county <br /> policies which apply: <br /> • Retail and highway services will only be considered at the 1-90/CTH-N <br /> interchange where compact, convenient, and highway-oriented businesses may be <br /> allowed. Due to existing development and access controls, any additional <br /> development may be required to make joint use of access points. The alternative <br /> is construction of a frontage road The town will not expend public funds for <br /> construction of such frontage roads or other public services. <br /> • Other small commercial development may be allowed along CTH-N near the 1-90 <br /> interchange with the following conditions: <br /> * Maintenance of the rural character objective will be n important <br /> consideration when considering any type of development or expansion. <br /> * Commercial properties will be regulated with conditional zoning. <br /> * The use will be limited to one requiring a septic system no larger than one <br /> required for a single-family home. <br /> * Access will not adversely affect the traffic capacity of CTH-N. <br /> * Trucks and equipment will be limited to 12 units total. <br /> Comment: While acknowledging some legitimate places for small businesses in rural <br /> areas, the town does not intend to be urbanized or provide urban services. Therefore <br /> the policies are designed to limit the size, intensity, and location of the uses. The <br /> conditional rezoning provision will be used to set specific limits on the use. When <br /> businesses grow, they are expected to move to appropriately served urban service <br /> areas, since the town intends to remain rural. <br /> While the location is adjacent to other commercial development, rezoning of 30 acres of farmland <br /> to C-2 Commercial clearly conflicts with a number of policies. As stated in the comment, the <br /> intent is to avoid large urban developments and to use conditional rezoning to limit specific uses. <br /> Until a proposal is submitted which can be measured against these policies, there is no rationale <br /> for approval of this rezoning. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> DANE COUNTY HIGHWAY <br /> CTH N is a controlled access highway. A change of use application has been made (#94-25) and no <br /> action has been taken by the Transportation Committee. If approved modifications to existing access <br /> wil l be required by developer. <br />
