COMPOSITE REPORT - Page 2 APPLICATION NO. 6275 <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 6275. This proposed manufacturing site is in an unsewered development district in the Town <br /> of Bristol. The primary use in the area is single family homes to the north and east. There is a mineral <br /> extraction site to the south, with farmland and a golf course to the west. <br /> The relevant commercial policy is to encourage it next to existing commercial development. The <br /> specific commercial development policy is: <br /> - Must have direct access to either a county, state or Class A road. <br /> - Only commercial development exempt from the above shall be the small family owned <br /> operations, and will be subject to all existing deed restrictions and other such restrictions <br /> deemed necessary by the town Board and county zoning ordinance for protection of <br /> surrounding landowners. <br /> Comments: <br /> - The site is not adjacent to other commercial development. Mineral extraction sites have <br /> some commercial-type impacts,but are not zoned commercial. They are limited to mineral <br /> extraction,not other commercial activities, and end when the minerals are depleted. <br /> - This site does not have access to state or county roads. In fact, these town roads function <br /> as residential streets with many lots fronting directly onto the roads in all three directions. <br /> - If this proposal is rationalized as a small family-owned business, it needs to be <br /> conditionally rezoned with very specific limits, since the C-1 District permits many heavy <br /> commercial and industrial uses which would be more incompatible in what is basically a <br /> rural residential area. <br /> For instance,the use should be limited to the existing farm buildings and some limit on <br /> volume or employees, since the plan rationale has to be that this is a"small family- <br /> owned business." <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> No Comment. <br /> DANE COUNTY HIGHWAY <br /> No Comment. <br /> OTHER <br /> None. <br />
