This proposed residential rezoning is in an agricultural preservation area of the Town of <br /> Sun Prairie. The adopted town/county policy for this area is: <br /> 'Any land considered for rezoning to residential shall meet one or more of the <br /> following criteria. It should be: <br /> Land where there has not been a history of economically viable farming <br /> activities. <br /> Land which is too small to be economically used for agricultural purposes or <br /> which is inaccessible to the farm machinery needed to produce and harvest <br /> agricultural products. <br /> Land located such that there would be no possible conflict with the <br /> surrounding agricultural uses. <br /> The required minimum lot size for any approved non farm development in <br /> agricultural areas should be flexible so as to conserve farmland and yet provide <br /> opportunities for small area fanning. Lot size should be determined by the <br /> characteristics of the land to be divided." <br /> Comments: <br /> - This site and the one to the south were recently rezoned to RH-3 (December 1993), upon <br /> finding of consistency with the policies above. The farm residence and remaining farm <br /> buildings are on the southern RH-3 parcel. <br /> - There are single-family homes on the lots on the north side of CTH IT. There are also <br /> single-family homes on small lots to the east across Norton Road. <br /> In both of these cases, the plan designates the area as an Unsewered Development District, <br /> where subdivisions of residential lots are permitted. <br /> - The area of Petition 6212 was allowed to rezone and divide according to the policy above. <br /> If further, more intensive residential development is contemplated, the plan should be <br /> amended to provide consistent policies and criteria for additional development. <br /> For instance, the application is for four lots, but the zoning district requested is R-1, which <br /> allows 20,000 sq. ft. lots. If this zoning were granted, it could potentially permit a <br /> subdivision of 15 to 20 lots depending upon soils and design constraints. <br /> - It appears further dividing this parcel is inconsistent with plans, and more intensive <br /> rezoning should not be considered until there is an amendment to the town/county plan <br /> policies or map. <br />
