02/07/2002 16:01 JANESV I LLE DNR SERVICE CENTER -4 816082671540 1,1C.73 1 <br /> Westport Road Property Wetland Delineation Donald Wiedenfeld NRC Project it 01-046 <br /> May 16,20 <br /> INTRODUCTION AND OBJECTIVE <br /> Natural Resources Consulting,Incorporated (NRC)performed a wetland determination and delineation <br /> for Donald Wiedenfeld at the approximate 4-acre Westport Road site("The Property"), The Property is <br /> located in the Southwest'V4 of the Southwest 'V of Section 23, and the Northwest''V4 of the Northwest 1/4 of <br /> Section 26,Township B North,Range 9 East,Town of Westport,Dane County,Wisconsin(see Figure 1 - <br /> United States Geological Survey[USGS]). <br /> The Property lies in the north-central part of Dane County. This portion of the county contains a complex <br /> pattern of well drained and poorly drained,deep and moderately deep silt foams and mucks that are <br /> underlain by silt, sand and gravel, The Property generally slopes toward the ditch along the west property <br /> line. The Property has a topographic high near along the east property line of approximately 860 feet <br /> above mean sea level (msl)and a topographic low of less than 850 feet msl near the north property line <br /> along the Yahara River. The Property is bordered by railroad tracks to the northeast; multi-family <br /> residential to the southeast;wetland to the southwest; undeveloped land to the west; and the Yahara River <br /> to the northwest. <br /> The Soil Survey of Dane County,Wisconsin identifies the Adrian,Houghton and Kegonsa,soil map un;ts <br /> at the Property(Figure 2), The Adrian and Houghton series are hydric soils according to the Dane <br /> County hydric soil list. The Wisconsin Wetland Inventory(WWI)mapped the much of the Property as <br /> wetland(Figure 3), <br /> The objective of the wetland determination and delineation was to provide an estimate of the extent and <br /> spatial arrangement of wetlands at the Property. Most wetlands are considered waters of the U.S.and are <br /> therefore subject to regulation under the Clean Water Aot(CWA). Specifically,non-isolated wetlands are <br /> regulated under section 404 of the CWA and the jurisdictional regulatory authority lies with the United <br /> States Army Corps of Engineers(USACE). Additionally,the Wisconsin Department of Natural <br /> Resources(WDNR)has regulatory authority under Chapter 30 Wisconsin State Statutes and NR 103 <br /> Wisconsin Administrative Code. The Town of Westport and/or Dane County has additional regulatory <br /> authority through their Shoreland/Wetland Zoning Ordinance. <br /> NRC understands the requested services to include: <br /> I.
