COMPOSITE REPORT — Page 2 APPLICATION NO. 14.1974-1
STAFF COMMENTS
REGIONAL PLANNING
Petition 5898. This proposed commercial landscape and garden center business conflicts with
agricultural preservation area policies of the Town of Cross Plains.
The relevant adopted town/county policy is: "Only commercial uses clearly needed to support
agricultural production may be permitted to rezone in designated agricultural preservation areas.
Also small family owned and operated businesses that provide a service to the community may
be permitted with any restriction deemed necessary by the Town Board. Only that portion of
land necessary for the contemplated use will be rezoned if all other policies are met."
Comments:
• A landscape contractor and garden center would serve a more urban population, and
they generally are not involved with agricultural production.
• If this is to be a small family owned business, it should have the limits of a "limited"
family business. If it is a larger business, it clearly conflicts with the policy.
• It is near Black Earth Creek, which needs protection from surface runoff and fertilizers.
• If this site is rationalized for approval, it needs specific limits since the C-2 District
allows many heavy commercial and industrial uses which would be more incompatible
at this site. Additional conditions should address:
Construction erosion control
Stormwater management, including parking areas
Adequate safeguards for any potential fertilizer or pesticide spills
ENVIRONMENTAL HEALTH (septic, etc.)
DANE COUNTY HIGHWAY
OTHER
♦ _
