Phelps, •County Executive <br /> • <br /> Date: August 18, 1994 <br /> Re: Veto of Zoning Petition #5898 <br /> I am vetoing Zoning Petition #5898 in the Town of Cross Plains which would allow for a <br /> commercial landscape and retail garden center business to be located adjacent to Highway 14 <br /> in the Town of Cross Plains. The property is zoned A-1 Exclusive. Part of the property would <br /> be zoned AB (agricultural-business) and the other part would be LC1 (limited commercial) if this <br /> rezoning is allowed. <br /> This is in an area of the County which has maintained its rural character and has not allowed <br /> strip development along Highway 14 between Middleton and Cross Plains. The proposed retail <br /> business would be the first commercial development along a six mile stretch between the City <br /> of Middleton and the Village of Cross Plains. <br /> I have in the past asked the Zoning and Natural Resources Committee to work with me to <br /> develop standards so we can make better decisions on this type of development. Until the <br /> committee agrees to do that I am left with following the only policies that we have on the books <br /> at the current time. My review of the applicable land use regulations indicates that this <br /> development is not in compliance with either the existing standards or the stated intent in the <br /> Town of Cross Plains Town Plan. The introduction to the Town Plan states "While the town <br /> is not opposed to development, there is a concern for farmland preservation, protection of farm <br /> operations from non-farm uses, the control of sporadic development, and the maintenance of the <br /> rural character of the town. Another concern is that uncontrolled development can lead to the <br /> need for urban services for development areas. Such services as sewer, water and storm sewers <br /> are not necessary for a farming community.” <br /> This zoning petition does not comply with the policies of the Town of Cross Plains Land Use <br /> Plan, the County Regional Development Guide, the Dane County Park and Recreation Plan, the <br /> Dane County Farmland Preservation Plan, all of which were adopted by Dane County. <br /> The Town of Cross Plains Land Use Plan states, "Once the plan is adopted all zoning changes <br /> 210 Martin Luther King,Jr.Blvd., City-County Bldg., Madison,WI 53709 608/266-4114 TDD/266-9138 FAX/266-2643 <br />
