6. The intersection of USH 12/18 and CTH N is a dangerous intersection with a limited line-of-site <br /> for eastbound traffic. The increased truck traffic and particularly trucks making a left hand turn <br /> from CTH N onto USH 12/18 would only make'things worse. <br /> Dane County Public Works has discussed this matter with WDOT. There are approximately 10 <br /> accidents per year at this intersection with injury occurring in about 4 per year. Although the <br /> intersection is already marked with cautionary signs and flashing lights on both USH 12/18 and CTH <br /> N, the WDOT felt that an additional warning sign would be useful during periods when trucks are <br /> entering the highway. It was suggested that a 4 foot by 8 foot rectangular warning sign or a digital- <br /> display message board be considered in lieu of the normal diamond shape caution sign. The <br /> suggested wording was: <br /> CAUTION <br /> CONSTRUCTION SITE AHEAD <br /> SLOW-MOVING TRUCKS <br /> ENTERING HIGHWAY <br /> In addition, during the removal of clay from the southern portion of the borrow area a flag person <br /> will be present to signal eastbound traffic on USH 12/18 that trucks are turning across their lane. If <br /> these measures should prove to be insufficient at preventing the intersection of CTH N and USH <br /> 12/18 from becoming more hazardous than it is at present, the County will do one of the following: <br /> - Delay the removal of clay from the southern portion of the site until after the diamond <br /> interchange has been constructed. <br /> - Construct an on-site access road that would allow the trucks to enter USH 12/18 at the same <br /> farm access point that would be used for the northern borrow area. This road would later be <br /> removed during final reclamation after all clay has been removed. <br /> - Transport the clay to the south on CTH N and then take I-90 to the <br /> landfill. <br /> 7. If these other concerns can be worked out, the Town will consider approving CUP 1132 for the <br /> smaller, northern section only. The County could then submit a petition for a separate CUP for <br /> the southern section at a later date if the work on the northern section is completed in a <br /> satisfactory manner. <br /> Dane County Public Works proposes that the Town approve the entire parcel now because as part of <br /> the conditions being placed on CUP 1132, the Town Chair would have the authority to shut down the <br /> clay extraction project if it is creating nuisance conditions (dust, traffic, etc.). The site would then <br /> have to remain closed until these conditions are corrected. This in effect, gives the Town the power <br /> to stop the project if it is not properly managed making the requirement of a second CUP <br /> unnecessary. After completion of the clay extraction operations at the northern borrow area, the <br /> Town can with just cause veto any future clay extraction by the County at the site. The Town's <br /> decision whether or not to allow further clay extraction at the site will be based the County's <br /> management of the first phase plus a site inspection after the reclamation of that phase is complete. <br /> In addition, a public hearing will be held at the Town's request. The County would retain the right <br /> to appeal to the Dane County Zoning Committee and the full County Board. <br />
