COMPOSITE REPORT - Page 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> CUP 1444. This proposed dog kennel site had previously been used as an auto wholesale location. The <br /> relevant town/county policy in the Town of Rutland is: <br /> "3. To limit any non-agricultural commercial or recreational use to small, rural-oriented <br /> businesses which provide services needed by residents of the town. Such uses must meet the <br /> following criteria prior to zoning approval. <br /> • Be consistent with agricultural policies for farmland preservation. <br /> • Have access to a state or county highway. <br /> • Shall not adversely affect the traffic capacity and safety of the highway. <br /> • Provide a buffer between the commercial use and any adjacent non-commercial use. <br /> • Not endanger the environment of the area. <br /> • Require a septic tank no larger than 1,450 gallons. The size of the septic tank system <br /> may be limited to a lesser amount at the Town Board's direction." <br /> Staff Comments <br /> This is a use change;therefore,no rezoning is required. Use of farmland is not an issue since this <br /> was a previously developed site. Dog kennels tend to be more compatible in agricultural areas <br /> rather than urban areas. <br /> - The site has access to State Highway 92. <br /> - The highway appears capable of handling this level of traffic. <br /> - The site is approximately 1/4 mile from the nearest house. Other houses in the area are primarily <br /> to the north of STH 92. <br /> - Conditions for waste disposal should control environmental concerns. <br /> - This use could be accommodated without a septic tank unless there is a restroom facility onsite. <br /> Conditions should include: <br /> I- Maximum number of dogs: <br /> - Hours of operation ‘, <br /> - Hours for outdoor training V' A\I Ms , \ <br /> - Waste disposal plan <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> No comments as of 8/21/97. <br /> DANE COUNTY HIGHWAY <br /> None <br /> OTHER <br />
