rOp X11
BOARD OF SUPERVISORS
off.
. 1°tCounty of Dane
• '
ROOM 118, CITY-COUNTY BUILDING
4a ' 210 MARTIN LUTHER KING,JR. BOULEVARD
Aulaus
h4\\scoP► _` MADISON,WISCONSIN 53701
1994 608/266-5758
Dear Colleagues/Members of Zoning & Natural Resources
It has come to my attention that an application for change of zoning has been filed by County
Side Apartments to change the zoning from the RH-1 to R-4 which will bring the complex in
compliance with the county's zoning standards. My constituents whose properties border this
complex have expressed their concerns pertaining to the proposed development associated
with this application.
The proposed development includes the building of additional garages and parking stalls,in
addition, to an added drive way along the perimeter of four lots occupied by single family
homes. Although, the property owners are not in opposition to the owner's right for the -
development and enhancement of the property, they have been very sympathetic and in many
cases tolerant to the issues concerning renters and property owners. The additional parking
stalls and garages within the cul-de-sac and the proposed drive way along the homeowner's
properties should be deferred.
The added drive way serves no purpose other than to increase the amount of traffic onto
Coventry Trail(cul-de-sac) leading to Grandview Blvd and the elimination of a greenspace
buffer between the homes and the complex. This added traffic increases the likely hood of
auto and pedestrian accidents due to the presence of small children within this residential
neighborhood. I have visited this area on several occasions only to see the cul de sac parking
area used as a hang out for teens and a dumping ground for debris. I would therefore propose
a compromise that the developer eliminate the proposed drive behind the residential
properties and instead extend the drive from the frontage road to the proposed garages and
parking stalls. (see attachment)
This will allow for the complex to afford the residents accessibility to and from the complex,
in addition, to allowing the property owners the right to enjoy their privacy and property
without added disturbances or nuisances.
If you have any questions or concerns please do not hesitate to contact me. In advance,Thank
you for your consideration in this matter.
Sincerely,
K • . onds
Supervisor, District 23
cc: R.Rose,Town of Madison Public Works Dept.
