The <br /> September, ' 1994 Arbor Hills Association Newsletter at page 3 <br /> states: <br /> In the last issue of the Newsletter, we <br /> informed you that the Peterson Group, owners <br /> of Countryside Apartments, had filed a <br /> petition with Dane County to rezone the <br /> property from RH-1 Single Family Rural to R-4 <br /> Apartments so as to come into compliance with <br /> Dane County ordinances (the original owners <br /> were inappropriately allowed to build the <br /> apartments on farmland) . (my emphasis added) <br /> I also received feedback from the various meetings at the Town <br /> Hall that comments were made to the effect that the original <br /> Countryside owners built these apartments contrary to the zoning <br /> then in effect, that proper zoning variances were never obtained <br /> and that Town officials improperly allowed/condoned Countryside's <br /> building of these apartments. <br /> Countryside Apartments is located in the SE 1/4 of Section <br /> 33, T7N, R9E, Town of Madison. The subject property was initially <br /> zoned Resident District B in 1938. (Exhibit A - Preliminary <br /> Zoning Map of Dane County - June, 1938) . <br /> In 1950 the South 1/4 of Section 33, T7N, R9E, Town of <br /> Madison (except the West 35 acres thereof) was rezoned RH-1 Rural <br /> Homes District. (Exhibit B - applicable Zoning Ordinance from <br /> 1950 to 1969) . The applicable zoning ordinances pertaining to RH- <br /> 1 Rural Homes District permitted Multiple Family Dwelling uses <br />
