This proposed tavern and volleyball courts raise some significant concerns since the <br /> application information also indicates dancing, and extensive banquet facilities are also proposed. <br /> The site is zone C-2 with a large automobile dealership to the south, a residence and nursery to <br /> the north, and primarily undeveloped land to the east and west. The area to the east is within the <br /> Stoughton urban service area and planned for highway commercial development. <br /> While this area is zoned commercial, the uses proposed require a conditional use permit and the <br /> relevant policy for such deliberation is: <br /> 3. To limit any non-agricultural commercial or recreational use to small, rural-oriented <br /> businesses which provide services needed by residents of the town. Such uses must meet <br /> the following criteria prior to zoning approval. <br /> - Be consistent with agricultural policies for farmland preservation. <br /> - Have access to a state or county highway. <br /> - Shall not adversely affect the traffic capacity and safety of the highway. <br /> - Provide a buffer between the commercial use and any adjacent non- <br /> commercial use. <br /> - Not endanger the environment of the area. <br /> - Require a septic tank no larger than 1,450 gallons. The size of the septic tank <br /> system may be limited to a lesser amount at the Town Boar's direction. <br /> Staff Comments: <br /> • This is not a small, rural-oriented business, but a large tavern and banquet facility. <br /> • Since the site is zoned commercial, farmland policies are not involved. <br /> • Access is from a frontage road which connects to USH 51 to the south. <br /> • Due to the magnitude of the facility proposed and potential surges of traffic, there is a <br /> concern for traffic safety. <br /> • There is a residence to the north. The car dealership to the south was there prior to <br /> plan adoption, and expansion did not require a conditional use permit. <br /> • With extensive building and parking areas, there needs to be a review of potential <br /> erosion and stormwater runoff. <br /> • The limit on the septic system was intended to limit facilities to those generally found <br /> in a single-family home. This proposed facility could require a system three to four <br /> times this large. This is the type of facility which should be served by public sewer. <br /> Public sewer is being extended from east to west to Hwy. 51 in the Stoughton Urban <br /> Service Area. This proposed facility should either be built in the urban service area, <br /> or this area should be added to the urban service area and public sewer extended <br /> prior to construction. <br /> ENVIRONMENTAL HEALTH (septic, etc.), <br /> DANE COUNTY HIGHWAY <br /> OTHER <br />
