Petition 6036 Page 3 <br /> • <br /> Comment: While acknowledging some legitimate places for small businesses in rural <br /> areas, the town does not intend to be urbanized or provide urban services. Therefore, the <br /> policies are designed to limit the size, intensity, and location of the uses. The conditional <br /> rezoning provision will be used to set specific limits on the use. When businesses grow, <br /> they are expected to move to appropriately served urban service areas, since the town <br /> intends to remain rural. <br /> Staff Comments: <br /> • This proposed commercial site is now a cornfield, with soils defined by the Soil <br /> Conservation Service as prime agricultural land. The application indicates that 87% of the <br /> site is Class I-II soil n terms of productivity and 13% is Class III. <br /> • This use should be encouraged to locate in the commercial area near the I-90/CTH-N <br /> interchange. In fact, WP&L has a major facility at the northeast corner of that interchange. <br /> This proposed site is over one mile south of the interchange area. <br /> • We note that there are other commercially zoned properties to the north and south of this <br /> proposed site; however, these existed prior to adoption of the plan. The clear intent of the <br /> plan policies is to cluster this type use near the interchange and not scatter commercial <br /> development up and down CTH-N. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> DANE COUNTY HIGHWAY <br /> No access to CTH "N" at this time and, according to Chapter 79, none would be allowed. <br /> OTHER <br />
