This proposed welding shop and residential land division is in the <br /> Agriculture Preservation Area of the Town of Windsor. <br /> The town/county plan notes that there are a few scattered residential areas in the agricultural area <br /> which are incompatible with the overriding goal of preserving the character of this area, and goes <br /> on to state: "Therefore, these residential developments are not planned for any expansion without <br /> provision of adequate public facilities, nor should they be viewed as viable precedent for <br /> additional development of a similar character." <br /> The relevant town/county objective is: <br /> • Prohibit new residential development either by plat or Certified Survey Map at a <br /> density greater than one dwelling unit per 35 acres without providing public <br /> sanitary sewer service." Note: No service is available nor is it planned. <br /> Thus, approval of the rezoning for a land division would be inconsistent with adopted plans. <br /> The relevant objective concerning the welding shop is: <br /> • Prohibit new commercial and industrial development, except that which is directly <br /> dependent on productive agriculture, from locating outside of Urban Service <br /> Area." Note: No urban services are available nor are they planned at this site. <br /> Thus, the welding shop should only be approved if it is directly dependent upon agriculture. <br /> Supplemental Comments <br /> During the hearing and review process, it was found that approximately 50% of the welding shop <br /> business is farm related. No lot divisions were approved by the town and none are recommended <br /> by the ZNR Committee. Therefore, it appears the policy issues have been addressed. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> DANE COUNTY HIGHWAY <br /> Can't determine from the information furnished how this parcel is proposed to be subdivided. <br /> Access may be an issue. There is now one access to "V" approximately 220 feet East of 51. Any <br /> closer than that is not recommended. <br /> OTHER <br />
