This petition is the same as Petition 5874 in the Town of Verona which was <br /> subsequently vetoed. The facts and policies are the same as for the previous petition. <br /> The proposal for four parcels on 32 acres conflicts with the adopted policy for this farmland <br /> preservation area. The areas of smaller lots to the east and west have been delineated as rural <br /> non-farm areas which allows for two acre residential lots. <br /> However, this site and the 80-acre parcel immediately to the east are designated Agricultural <br /> Land Preservation Areas on the plan map, where the town/county policy is: <br /> Non farm residential development by certified survey in those areas with soils not <br /> classified as prime farmland at a density of one lot per 35 contiguous acres <br /> owned, with a minimum lot size of two acres will be considered for rezoning. <br /> This policy provides for a minimum amount of residential development in <br /> agricultural areas. It is assumed that rezoning would be required for <br /> residential construction. <br /> With a parcel of 32 acres, the town/county plan makes no provision for additional divisions as is <br /> proposed. Therefore, this petition is inconsistent with the density policy of one lot per 35 <br /> contiguous acres owned. <br /> While the soils are less productive, the area is subject to the density policy stated above. There <br /> are several reasons for such a policy: <br /> • maintain an overall rural density <br /> • provide an objective basis for treating landowners fairly and equally <br /> • allow some flexibility for approval of limited non-farm residential development <br /> • prevent large subdivisions in areas that happen to have less productive soils for <br /> farming <br /> • prevent successive splitting of rural parcels into ever-smaller lots whenever someone <br /> makes a request <br /> If the desire is to develop this area, the town/county plan should be amended. Approving requests <br /> which conflict with plans erodes the credibility of the plan and leads the public to believe that <br /> adopted policies have no meaning. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> DANE COUNTY HIGHWAY <br /> OTHER <br />
