‘0 / <br /> T <br /> DANE COUNTY APPLICATION FOR REZONE <br /> Room 201, City-County Building, Madison, WI <br /> October 11, 1994, 7:30 p.m. <br /> RE: PUBLIC HEARING ON THE PETITION TO REZONE 17 ACRES IN THE TOWN OF <br /> BLOOMING GROVE <br /> OWNER: Roger Hoover, 2167 Pine Grove Road, Platteville, WI 53818 <br /> I request rezoning of 16.91 (17) acres of land owned by myself (Roger Hoover) from Al to <br /> C2. The land currently has ASCS certified 8.9 tillable acres; the remaining 8 acres is open <br /> with no wetlands identified by ASCS. I have farmed about 5 acres of the recognized tillable, <br /> and the remaining 4 acres has been used as ASCS set-aside. <br /> There is commercial land Cl, C2 within about 100 yards of this property. A conditional use <br /> permit has been granted for commercial property immediately adjacent to this property across <br /> "AB". <br /> County Hwy. "AB" and the Chicago Northwestern Railroad form two of the boundary legs of <br /> this somewhat triangular parcel. <br /> I have, over the past year, had more than a dozen inquiries about buying acreage with the <br /> intent of commercial development. Some of the inquiries were for: a nursery stock business, <br /> a machine shop, a landscaping business, a greenhouse, a mini-mall, a lawn and garden center, <br /> a concrete form business, several general contractors as business sites, and more. <br /> Most recently I have been approached by an operator-owner of a mini-warehouse business. <br /> Upon rezoning approval, I plan to form a partnership with this individual (Mr. Dave Rogers) and <br /> construct a number of climate-controlled warehouses. The remainder of the property will <br /> either be sold or built to tenant specification for long-term lease. <br /> We have met three times with the Planning Commission of Blooming Grove. The Planning <br /> Commission has approved our proposal, and tonight the Town Board for Blooming Grove is <br /> meeting to take action on the Planning Commission's recommendation. The Planning <br /> Commission was very.helpful and recognized the need for more commercial property. <br /> Location-wise, this property is ideal for commercial development. It lies within the 3/4-mile <br /> Madison jurisdiction area. It lies adjacent to Hwy. "AB" and the Chicago Northwestern <br /> Railroad. It is in close proximity to other commercial property and has limited agriculture use. <br /> The lay of the property is such that a minimal amount of excavation will be necessary for <br /> drainage and development purposes. A major Madison Metro sewer line runs through the <br /> property. We have met with Madison Metro engineers and have been assured engineering- <br /> wise that an extension of this line would have few if any problems for this development. <br /> I urge your support for the rezoning of this parcel to C2. Hopefully, Blooming Grove will <br /> benefit by enlarging its tax base and the surrounding area will benefit by increased <br /> employment possibilities.
