Dear Chairman Anderson: The staff of the City of Madison Department of Planning and Development Planning Unit has reviewed the proposal to rezone a forty-acre parcel located north of Cross Country Road from the A-1 Exclusive Agriculture District to the RE-1 Recreational District to permit development of a youth soccer complex. The Planning Unit staff recommends that this rezoning not be approved because the proposed use of the land is inconsistent with the development recommendations of the City of Madison's duly adopted master plan for the area, and also with the open space preservation and acquisition priority recommendations of Dane County's adopted Ice Age Trail Junction Area Project Plan. The Ice Age Trail Junction Area Project Plan was developed over a six-month period in 1992 by an intergovernmental advisory committee comprising representatives from the Town of Verona, City of Verona,City of Madison, County Board, County Executive's office, and County Parks Commission. During the planning process, affected property owners and interested citizens were notified of all planning activities and participated in the process at several points. The project plan was adopted by the County Parks Commission on July 23, 1993, and by the Board of Supervisors on November 4, 1993. The Ice Age Trail Junction Area Project Plan defines a project boundary for the permanent open space corridor, and establishes priorities for public and private land acquisitions within the project area. The project plan states that"the project boundary provides guidance to the County Board and other agencies on the extent of the project, so that decisions on land acquisitions and land development proposals can be made within a planning framework".
