• <br /> ("Al o,-,ct( (Ise- <br /> APPLICATION FOR NaREVINEE <br /> MEMORANDUM <br /> 9/6/94 7:38 AM <br /> Background <br /> This application is for a Dependent Living conditional use permit for the property at 7744 Hwy 14, <br /> Middleton,Wisconsin 53562. My parents bought the property in 1992 as a retirement homestead <br /> to keep in the family as a permanent gathering place. Since that time,my father has died and my <br /> mother is without transportation because she doesn't drive and public transportation does not <br /> extend to this property. My husband and I are in the process of selling our house in Madison,and <br /> will move to this property as soon as possible. the house is currently only a two bedroom house. <br /> While ours is a close knit family,we feel it is necessary for each of us to have our own space in <br /> order for each generation to maintain its familiar life style,in addition we want to have space that is <br /> handicap accessible. <br /> Immediate Plan <br /> Our plan is to convert the existing attached garage into a handicap accessible apartment for my <br /> mother,Mary Pauze'. This space would include a living room,bedroom,bath and kitchenette. <br /> The garage as it now stands is fully insulated and heated. While the insulation and current heating <br /> system will have to be updated,we feel that conversion of the garage is the most reasonable way to <br /> achieve our goal of living together while maintaining the integrity of separateness. As shown on <br /> the attached to scale drawing of the property,this project would involve a 12 X 21'9 addition to the <br /> existing garage,this addition would be done this fall,as soon as the necessary permits are issued. <br /> Because it is so late in the year,the screened-in porch,deck and addition planned for the back of <br /> the house will not be done until next spring. At present,we plan no major changes in current <br /> landscaping although since the house lies at the bottom of a hill,there will need to be some work <br /> done in the rear to insure proper drainage when the back of the house is expanded. We have added <br /> several flower beds,trees and shrubs but do not consider these improvements major landscaping <br /> projects but ongoing beautification of the property.The garage is connected to the house through a <br /> breezeway which is enclosed,fully insulated and would provide a common entrance to both living <br /> areas. There will also be a separate,private entrance to the new apartment in addition to a door <br /> which will lead to the screened-in porch in the back. <br /> Parkin <br /> As can be seen from the drawing and the survey map,the property fronts US Highway 14. There <br /> is ample parking(at least six cars can be comfortably parked)at the end of the driveway. We are <br /> also planning to add a detached garage adjacent to the existing pole building. Since my mother <br /> does not drive, she will not need a parking space. <br /> Long Range Plan/Use <br /> The inteni'when the house was purchased was to provide a family homestead that is handicap <br /> accessible. The oldest family member requiring this kind of facility will live in the apartment and <br /> the family member who is the care giver will live in the main house. There is no plan to dismantle <br /> the apartment when my mother dies. At that time,I will be the most likely candidate to move into <br /> that space and one of my five children will assume the role I now have. There is no intention to <br /> use the property as a rental property,in fact our design and intent is clearly for family only. <br /> We feel the property in size and location is suitable for the intended use. Our next door neighbor's <br /> property is zoned commercial. The rest of the nearby land is used for agriculture. Allowing us <br /> this variance should in no way change the character of the area. We have contacted the chairman of <br /> the Town of Middleton Board. he has stated that he see no problems with our request,but has <br /> indicated that approval would be contingent on the understanding that the garage/apartment could <br /> never be used as a rental unit. We would be content with that restriction as rental is not in oucnor <br /> does it fit into our extended family lifestyle. PlaA/ <br /> We want to begin work on our plan as soon as possible. Target date is October 11, 1994 and ask <br /> that you complete the necessary action on this request by that time.
