SO t°
Mr. Robert Bowman
Page 2
December 22, 1994
• allow some flexibility for approval of limited non-farm residential development
• prevent large subdivisions in areas that happen to have less productive soils for
farming
• prevent successive splitting or dividing of rural parcels into ever-smaller lots
whenever someone makes a request.
The plan text on page 4, #7, is noted as a source of policy; however, the "Ownership Analysis"
map was done as a background map for consideration in plan preparation. Not all of these
areas were reflected on the plan map as "unsewered development areas" nor were provisions
put in the adopted plan for further division of such parcels. As noted before, some towns have.
made such provision, but Cross Plains has not.
In conclusion, you have made a good argument for consideration of your request; however, our
comments are based upon adopted policies. What you are asking seems to be more legislative
discretion. This typically is done by elected officials and not by staff.
Sincerely,
Thomas L. Smiley
Director of Community and/Regional
Development Planning
TLS:lel
Enclosure
cc: Thomas Favour, Executive Director, DCRPC
Bill Fleck, Dane County Zoning Administrator
Gary Gunderman, Director, County Planning & Development
Walter Haack, Chairman, Town of Cross Plains
RPC--
