Mark Nolen abstained from voting. Motion to approve <br /> by Don Hoffman, seconded by Cyril Statz with Don Endres in favor subject to recommending <br /> the issuance of a permit not to exceed two years, a complete review by the Department of <br /> Transportation to control the ingress/egress and traffic flow, limiting the hours of operation to <br /> daylight hours only, and providing more information to the Town Board regarding bonding <br /> capability in the event of unknown disaster. This motion failed due to lack of majority with <br /> Mark Nolen abstaining. The Plan Commission informed the applicant that this matter would be <br /> referred to the Town Board without a recommendation due to this impasse . Plan Commission <br /> members requested that the Town Clerk contact Dane County Land Use and Regulation <br /> Committee relative to the conditional use permit request to be heard tomorrow evening and relay <br /> the lack of support generated at the Plan Commission level. Additionally this matter must be <br /> heard at the Town Board meeting at the next regularly scheduled meeting. <br /> The next order of business was to review a request by Donald Endres on behalf of Steve and <br /> Kathy Endres to rezone approximately a 1.3 acre parcel from A-1 exclusive to R1-A to allow <br /> for the construction of a single family residence. Steve Endres is engaged in farming operations <br /> with his father, Don Endres. On May 10, 1993 Plan Commission members provided <br /> preliminary approval for a site on the property subject to providing a certified survey to be <br /> approved at a future Town Plan Commission meeting. This subject site is a new site and there <br /> was some confusion regarding its location, Several of the Plan Commission members assumed <br /> this was the submission of the certified survey draft and apologized for the misunderstanding. <br /> This matter has been scheduled to be reviewed at Dane County Zoning and Land Use Committee <br /> tomorrow evening, Two interested parties, Mr. & Mrs. Richard Frosh and Mr. & Mrs. <br /> McSherry spoke in opposition to the selected site. This property abuts their existing residences. <br /> Motion to approve by Don Hoffman, failed due to no second. After much deliberation and <br /> discussion, Plan Commission members suggested to the applicant that they sit down with their <br /> neighbors and discuss this option further to see if something can be worked out. Steve Endres <br /> felt that there was no other suitable site and that he would withdraw his request if they were <br /> unable to build on this site. Don Endres informed the Plan Commission that this matter was <br /> scheduled on the Dane County agenda tomorrow evening. The Plan Commission members <br /> reminded the Mr. Endres that the formal process is to seek approval at the Town Plan <br /> Commission level, the Town Board, and then finally, Dane County. Motion to table this request <br /> by Charlie Falk, seconded by Cyril Statz and carried. <br /> The final order of business was to review a draft of a letter to be sent to Thomas L. Smiley, <br /> Dane County Regional Plan Commission. Plan Commission members noted no changes and <br /> instructed that the letter be sent as drafted. <br /> Therefore being no further business, motion to adjourn at 10:45 p.m. by Betty Bromley, <br /> seconded by Don Hoffman and carried. <br />
