PETITION <br /> TO: PLANNING COMMISSION, TOWNSHIP OF SPRINGFIELD <br /> THE TOWN OF SPRINGFIELD <br /> THE DANE COUNTY ZONING COMMITTEE <br /> WISCONSIN DEPARTMENT OF NATURAL RESOURCES <br /> C.U.P. 111083 <br /> FOR: YAHARA MATERIALS, INC. <br /> PROPOSED USE: CONSTRUCTION OF A CONCRETE BATCH PLANT AT SUBJECT LOCATION <br /> LOCATION: West of 4986 and 5018 USH 12, Section 35, E 1/2 NW, Town of Springfield, Area: 26 <br /> more or less acres <br /> We the undersigned are in opposition to the CUP 1083 because we believe that this expanded <br /> use: <br /> 1) will be substantially detrimental to or endanger our public health, safety and general <br /> welfare in this area due to potential for air and water pollution as well as clearly documented <br /> increased traffic hazard. <br /> 2) foresceably can substantially impair or diminish the common enjoyment and <br /> property value of other prior established permitted uses of property in the neighborhood <br /> 3) will negatively impact future and current development of neighboring property <br /> consistent with its preexisting residential and farm use <br /> We the undersigned also believe that prior to consideration of any new use of the extraction <br /> site by Yahara constrruction as proposed in this CUP the following issues must be addressed: <br /> 1) the term of the CUP must be time-limited so that it can be reevaluated on a periodic <br /> basis not to exceed 1 year to recognize the rapid change in needs of the county and the <br /> community <br /> 2) the daily hours of operation must be addressed in any CUP <br /> 3) an environmental analysis or impact statement considering both the increased traffic <br /> hazards and water pollution and use hazards inherent in the proposed expanded use <br /> 4) the currently documented concerns of the surrounding landowners concerning <br /> property damage and impaired land use caused by blasting, crushing, and trucking as well as <br /> the apparent lack of accountability as demonstrated by Yahara Materials previous responses to <br /> residents' concerns which would be increased with an expanded use <br /> 5) 15 year environmental bonding for at least 10 million dollars to cover potential <br /> damage to the farming and residential water supply and/or to neighboring property value and <br /> structures to be reimbursed to current property owners <br /> 6) 15 year bonding for at least 1.5 million dollars payable to the Town of Springfield for <br /> potential lost property tax revenue due to decreased property value. <br /> NAME STREET ADDRESS CITY <br /> • e , 66,x, e J J <br /> 4. <br /> • 440 1/1 - RD W ro. <br /> 4 `lfi i � /9 ' <br /> 721 Ael &too& n- <br /> / � ,, <br /> war <br /> � <br /> 7 c33 :61)s'a'1 Co.
