August 3, 1993 <br /> Springfield Town Board <br /> Springfield, WI 53597 <br /> Dear Board Members, <br /> We are writing this letter from the Frosch family in opposition of the Zoning Petition #5697 for the <br /> building of a home for Steve and Kathy Endres. The Endres' are requesting a rezone of 1.3 acres <br /> from A-1Ex to R-1A to allow for a buildable site. <br /> We are sending to you the letters we have hand delivered to the Dane County Zoning Department <br /> and the Springfield Planning Commission for your background information. <br /> We were at the Planning Commission Meeting last night, August 2, and we left that meeting very <br /> confused. Mr. Don Hoffman again made a motion to approve the site and no one seconded it, so <br /> it was a dead issue. Another person made a motion to deny the request (and someone from the <br /> room shouted out - "on what grounds!"which intimidated the rest of the committee which resulted <br /> in no one seconding the denial. You could feel the fear in the town hall last night. (We hope all <br /> cases are not handled this way - that the committee members are afraid to voice their opinions.) <br /> Then the Chairman said since no decision was made that it would now go to the Town Board the <br /> next evening, August 3. Why did it go to the Board if the Planning Commission did not reach an <br /> agreement? It seems if anything, it should go back to the Planning Commission_ <br /> So far this agenda item has gone to the Planning Commission on July 12 which was then tabled; to <br /> the Dane County Zoning Committee on July 13, to the Planning Commission on August 2 at which <br /> time no decision was made and now it's to the Springfield Board on August 3. It seems that the <br /> meetings are not following the proper procedures, which apparently sometimes happens in certain <br /> cases. It just seems this agenda item gets on the next evening's agenda which gives us very little <br /> warning. We would like at least one week notice of future meetings instead of having Donny Endres <br /> put this item on the next evening agenda. Many times he doesn't even know the outcome of the <br /> meeting the evening before. <br /> As you can see from the attached letters,we have many concerns-but the main one is that we would <br /> like the Endres'to look into possible alternative sites closer to the farm. Do you realize the new site <br /> is as close to our home as a city lot would be? It does not make sense to us to have the new home <br /> built so far away from the farm house and buildings. They are asking to build on the northern most <br /> location they could get. We are concerned that the outcome will be that they will sell their home <br /> to a buyer in the near future. <br /> When we built 18 years ago,our builder told us at that time that the land surrounding our home was <br /> all A-1EX and that no one would be able to build on that land. We value the investment of our <br /> property and we feel a house so close to our lot line is a hinderance to our property value. "How <br /> would you feel if you were in the same position as us? Would you like it if someone built right next <br /> to your property?" <br />
