WINGRA STONE MINING CONDITIONS AND CONCERNS <br /> Updated: 10/17/93 <br /> 1. PRELIMINARY QUESTIONS FOR WINGRA. <br /> = What is the current status of the gravel pit? <br /> = How much rock (both in terms of quantity and time to <br /> remove) is left in both sides of the CTH "PD" gravel pit as <br /> presently approved? <br /> = What is the expected quantity of rock needed for the <br /> various phases of rebuilding of Hwy 151 [Raymond to CTH PD] <br /> and the Verona By-Pass? <br /> = What is the time frame for commencement and completion of <br /> each of these projects? <br /> = Could a space which is at least 600 feet from the west <br /> and south boundaries of the new 40 acre site be isolated <br /> from the rest of the site and used as the sole area to be <br /> mined? <br /> 2. CONDITIONS OF OPERATION OF NEW SITE. <br /> =Set hours and days of operation for blasting and crushing. <br /> Agree when blasts could occur. Should have a fixed time of <br /> day and number of blasts during a certain period. We suggest: <br /> A. =Blasting at 1:00 P.M. no more than once per week; <br /> preferably on Monday. , f weather or construction <br /> breakdowns prohibit a blast at that time, then <br /> the next blast will be one week later at the agreed <br /> time. No pre-blasting notification would be required. <br /> B. =Hours of operation to be 7:30 A.M. to 5:00 P.M. only <br /> on weekdays [Monday thru Friday] for crushing and hauling. <br /> C. =Establish procedures for the reduction in dust and <br /> noise i.e. watering haul road to keep dust down. <br /> Procedures to be in writing, approved by Town's <br /> engineer and made a part of the conditional use permit. <br /> D. =Fencing to protect against children entering site. <br /> A woven wire (small chain-link) fence at least 8 feet <br /> high with appropriate warning signs at 50 foot intervals. <br /> The fence should extend along the entire western and <br /> southerly boundary of the new site. <br /> 3. LOCATION, TIMING AND OPERATION OF MINING SITE. <br /> =Site to be mined would be located at least 600 feet from the <br /> south and west boundary of the 40 acre property. It would be an <br /> approximately 650 by 600 rectangle located in the northeast corner of <br /> the property. [See attached maps] <br /> A. = Mining would commence by completely isolating the site by <br /> a 30 foot deep ditch at least 20 feet wide. The <br /> overburden on the site would be totally removed and the <br /> ditch completed on or before July 1, 1994. <br /> B. = The purpose of the ditch is to cut off the rock shelf so <br /> as to reduce and minimize vibrations from blasts be <br /> transmitted to neighboring property. In effect, a half <br /> circle would be cut and then the inside of the area would <br /> be mined out. <br /> C. = The date when blasting will cease on new site will be <br /> September 1, 1995. Crushing and hauling may continue <br /> until June 1, 1996 after which reclamation will start and <br /> be fully completed by November 1, 1996. <br />
