COMPOSIT kEPORT <br /> APPLICATION # 57.3 <br /> TOWN BOARD COMMENT: <br /> STAFF COMMENTS <br /> REGIONAL PLANNING COMMISSION (RPC) <br /> Petition 5739. There are a number of concerns with this proposed commercial branch bank site in the <br /> agricultural preservation area of the Town of Pleasant Springs. <br /> There is currently a farmhouse and other farm buildings on-site. <br /> The adopted town/county policies in Pleasant Springs allow for some limited commercial uses in <br /> agricultural areas. Retail and highway uses will only be considered at the Highway N and I-90 <br /> Interchange. Limited service and contractor businesses may be allowed on county highways with <br /> limitations. <br /> One of the major concerns is the adverse effect on the traffic capacity of the highway. In this particular <br /> case, there should be no access to Highway 51, and the access to CTH B should be as far from the <br /> Highway 51 intersection as possible. <br /> Another concern is the size of the operation. It should be small with minimal area rezoned, and an <br /> understanding that additional expansion is not contemplated at this location. Another concern is that <br /> allowing this use will generate requests for other commercial here. <br /> While the plan acknowledges some legitimate places for small businesses in rural areas, there needs to be <br /> limits on the size and intensity of uses. <br /> (continued) <br /> ENVIRONMENTAL HEALTH DEPT.
