COMPOSIT REPORT <br /> APPLICATION # S 7140 <br /> TOWN BOARD COMMENT: <br /> STAFF COMMENTS <br /> REGIONAL PLANNING COMMISSION (RPC) <br /> Petition 5740. This proposed lot split conflicts with adopted town/county polices in the Town of <br /> Springdale. <br /> There is a residence on the parcel, and the apparent reason for rezoning to R-3 is due to the narrow parcel. <br /> R-3 allows a smaller back yard. <br /> The relevant policy is: "Non-farm residential development should be restricted to those areas with soils not <br /> classified as prime farmland or those of statewide importance providing the lot is one acre or more at a <br /> density of one lot per 35 acres of ownership as of the effective date of this plan." <br /> The policy conflicts are that the current lot is 1.8 acre; therefore, dividing it creates a parcel or both parcels <br /> of less than one acre. In addition, the density policy of one lot per 35 acres is intended to prevent such <br /> successive divisions of small parcels, as well as limit the overall rural density. <br /> ENVIRONMENTAL HEALTH DEPT.
